A. Alder sapling work party, March 23, 10 AM, Doug’s Green (see https://oregoncountryfair.net/)
B. Teen crew? Parents must grant consent for teens to serve on Teen Crew in fair database.
Parent’s email address is required to facilitate login to database to grant consent for teens.
Please submit via email to John Flannery your name and your email address if you have a teen interested in Teen Crew.
Once parents grant consent, teens must submit applications for Teen Crew by April 15.
Please post this important announcement to CV Drum and Booth Coords List.
C. Emerald Ash Borer is an invasive insect that kills ash trees.
5-10 years ETA at fair site.
OCF has an Emerald Ash Borer Task Force.
Village would like volunteers to liaise between OCF EAB Task Force and Village.

3. Site Report, David (5)
Site is wet. Rather folks not walk on property.

4. Camping Guards Safety – Karla (5)
It is important to secure camping areas during fair.
Bull dogs coordinated by Youth Power are less interested in staffing this function.
Why? Because it is demanding work, can be boring too, and is not well compensated.
What steps can be taken to improve working conditions and staffing levels?

John: Council could back up bull dogs.
David: Constant staffing is required or camping areas will not be secure. Volunteerism means food tokens should not be consequential. Area residents collect for treats for bull dogs.
Jain: Is it boring? Pay attention to that as well.
Sue: Could campers in areas take shifts?
Omo: Adults should share duties. Council needs to be able to move about village and respond.
Chantelle: Sundays are most difficult. Teens can help, but kids get worn out. Job can be tense.
John: Time share of booths near exits?
Sam: Two issues: 1) Money and food vouchers don’t go as far, and 2) Fewer youth in village.
Kelsey: Motivate youth and supplement with teen crew volunteers? Is it appropriate for teens?
Maggie: OCF staffs exits to camp areas elsewhere? Could they do the same in village?
Sam: Not every camp area has OCF staffing, though some major exits do.
Diane: Energy Park has an adult that monitors their exit.
Kimberly: Shower bull dogs with love and appreciation.
Karla: Further discussion warranted.

Consensus: CV Council will follow up with Youth Power and formulate a proposal.

5. Construction Report – Diane Albino and Rick Kiyak Boughton (5)
Numerous repairs will be needed after storms.
Booth coords please tell Rick your booth’s construction lead (name and contact info)
Booth coords please tell Rick your construction or repair needs.
Contact Rick to communicate needs: 541-543-0624.
Note new Lane County mandate requiring prior approval for rebuild of booths 10×10 or larger.
Consequently, Rick advises sequential, partial booth rebuilds to avoid prior approval process
Booths please maintain your booth and report repairs requiring assistance to Rick.
Rick will visit site and issue booth building and repair report before next meeting.
Rick has skilled carpenters but welcomes opportunity to teach skills to booth members.

6. One Fun Thing (5)
Omo leads us in the hokey pokey, online style.

7. Amplified Music Policy Proposal
A committee has been hard at work on this issue and has proposed the following:

“We will occasionally consider entertainment after hours on Friday only if it ends by 10 pm and does not exceed a predetermined measurable sound level. Events and act ideas can be presented at Village meetings for discussion and approval by consensus. If there is a person that arrives to perform with their act or other musical activity after the last Village meeting, the council will present to Fair Friday Morning Circle for CV feedback and consensus. Any act will need to provide their own amplification if needed. We are not advertising our stage as an official Friday night venue.”

John Flannery expressed concern the committee’s proposal precludes the village from considering any after-hours entertainment that is not on Friday and/or does not end by 10 pm. He proposed the following amended version:

“Amplified entertainment in the Village after sweep requires approval by the Village. Proposals for events and acts can be presented at Village meetings for discussion and approval by consensus. If a request to perform is made after the last Village meeting, the council may propose the event/act to the Friday Morning Circle for feedback and consensus only if the act will occur Friday night, will end by 10pm, and will not exceed a predetermined measurable sound level. Any act will need to provide their own amplification. We are not advertising our stage as an official Friday night venue.”

A lively discussion ensued in which villagers expressed concerns:
Which version should be the basis of discussion?
Is policy overly restrictive in terms of Friday only and ending by 10 pm?
Is policy overly restrictive in terms of precluding village consideration of other options pre-fair?
Most important part is village discussion of any proposed event.
Who would facilitate discussion at Friday morning circle and is that practical? (Council would.)
Friday morning circle discussion needn’t be too involved so long as last minute acts were epic.
Remember the Thurs. night talent show? Policy should allow possibility and group discussion rather than preclude. Keep it simple.
Policy allows broad prior approval rather than reliance on in-the-moment decision making by a few.
Policy and proposed process is meant to facilitate comfort with group decision making.
Policy does not apply to music at Saturday night campfire.
Who determines the decibel level and how would that be enforced?
Should we have a decibel meter on site?
Can we pass the proposal as stated and revise in the future as necessary?
A simple policy is easy to build on, but flipside is info informs future discussion and facilitates agreement.
Can these proposals be reconciled in committee?

Sam stressed the committee painstakingly revised the policy to meet specific concerns of villagers, hence the prescriptive nature of the proposed policy.

John felt his concerns were not being heard and he would have to step aside.

After devoting additional time for discussion, the topic was tabled until the next meeting.

8. Activist/Booth Presentations (5)
Ayana from Honoring Our New Ethnic Youth speaks to the history and purpose of the non-profit organization, which was started in Eugene with the purpose of supporting and advocating for interracial children, youth, and families, but now supports all BIPOC children and low-income families. HONEY started MLK celebrations in Eugene and hosted Nikki Giovanni. HONEY does not have much money, but it does have lots of energy and strength. HONEY wants to return to the fair and the community village.
Youth Power volunteers to collaborate.
Peace and Justice, Rainbow Village, and Lifelong Learning could be good fits.

9. Diversity and Inclusion Discussion – Sam (10)
Postponed to a later date to allow continued discussion of after-hours amplified music policy.

The village theme inspires us, serves as a focus of opening circle, and allows booths to amplify.

Kelsey (Little Village): 17 attending. Just had time for introductions.
